A BILL to amend and reenact section twelve, article twelve, chapter sixty-two of the code of West Virginia, one thousand nine hundred thirty-one, as amended, relating to renaming the board of probation and parole as the parole board; increasing the board's membership and putting restrictions on the membership; appointment of members; terms of members; and eliminating obsolete salary language.

Be it enacted by the Legislature of West Virginia:
That section twelve, article twelve, chapter sixty-two of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended and reenacted to read as follows:
ARTICLE 12. PROBATION AND PAROLE.
§62-12-12. Board of parole generally.
There shall be a state board of parole, known as the "WestVirginia parole board". The board shall consist of five members, each of whom shall have been a resident of this state for at least five consecutive years prior to his or her appointment, not more than three of whom shall at any one time belong to the same political party and not more than three of whom shall be residents of the same congressional district. The board shall be appointed by the governor by and with the advice and consent of the Senate. Each member of the board shall be familiar with the principles, practices and problems of the board and shall be otherwise competent to perform the duties of his or her office. The members shall be appointed for overlapping terms of six years, and except that the original appointments of the two new members appointed as a result of the amendments made to this section during the regular session of the Legislature held during the year one thousand nine hundred ninety-three, shall be for terms of three and five years, respectively, the appointments to be made beginning on the first day of May, one thousand nine hundred ninety-three. Any member is eligible for reappointment. The members of the board shall devote their full time and attention to their duties as members of the board.
